Hello,
Thank you for reaching out. If you are using AdWords API, only the 'TARGET_CPA' bidding strategy is supported, as mentioned in the second subsection of this documentation page. However, maximize_converisons is supported in the Google Ads API. Please see it's usage with this code example.
