Shopping campaign setup via API

Need to automatically setup Google shopping campaigns via Ads API based on the data which we have in Merchant Center. So whenever there are changes in Merchant Center (new product, new something) we want to reflect it in Ads accounts as well based on requirements how the campaigns will be structured. Completely automated process + a manual function to adjust or create shopping campaigns via API e.g. with an Excel file which needs to be uploaded into API UI. System needs to update campaigns ideally once a day. 
Is there someone who can help me here? Searching for someone who can completely develope it - of course not for free, but as a freelancer or whatever.
Would be great to get feedback here.

Hi Andy,

The shopping campaign in Google Ads API is currently supported, but is still limited. You may check this guide for the current limitations of shopping campaigns. Any changes of products in the Merchant Center would automatically be reflected to Google Ads as long as your Google Ads account and Merchant Center accounts are linked.

There are a few tools out there that do this already but are built on the AdWords API. (I even built one myself). 
I think the Google Ads API has a few limitations. eg. I don't think it can subdivide by product category yet. Might be worth waiting til V2.
