Hi, instead of incrementally adding and removing members of user list, I'm considering a remove_all operation on an existing list and a create operation for that same list, all part of the same OfflineUserDataJob. Would that interrupt the ads that are being served based on that user list? Since the remove_all operation can take many hours to complete would ads stop being served until the user list is repopulated?

Thank you for raising this concern to Google Ads API team.

With regard to your concern, you may inquire with the Product support team whether ad serving would be impacted if userlist changes as this is more of a product related concern. Regardless of which platform (API or UI) the changes are implemented, ad serving behavior should be better discussed by the Product support team.
