Is there any possibility to create MMC through API? We're developing the marketing platform, and it would be really great if there is an opportunity to create Manger Account for our users

Hello Alexey,

If you're looking to create an AdWords Manager account (MCC) through the API, it is currently not possible to do so. It is only possible to create client accounts using the ManagedCustomerService.mutate() operation.
