I understand that you create a landing page report to get the spend , clicks and impressions, and seeing the impressions for the campaigns are higher at the landing page level. As you mentioned that probably due to segmentation causing the overlap issue could be there, however, note that our team would comment further once we verify your API logs, and data retrieved. For more information on the segmentation's effect on the data, you may refer to this guide.
Also, we recommend comparing the landing page view in the API with the 'Landing Page' in the UI. However, note that Google Ads API mirrors the Ads UI, and if you see the discrepancies in the data, our team would need complete logs(complete request and response logs with request ID ) along with the whole Google Ads UI report/page screenshot(not a sheet/excel) instead via reply to author privately option.
In addition, if you are not using API to pull the data but Google Ads UI only, then product support is the appropriate team for further clarifications. That said, you may reach out to the Google Ads Product support team, via this link.
