403 forbidden on API access signup page

Hi guys, I'm getting 403 Forbidden error on this page: https://developers.google.com/google-ads/api/signup-form
I want to sign up for access.

Hello Vladimir,
Could you please confirm the locale from where you are accessing this form? In the meantime, could you try this link: https://services.google.com/fb/forms/google-ads-api-beta_sign-up-form/ and let me know if that works for you? If you are still facing issues please share your MCC id which owns the developer token that you would like to whitelist. Also, please verify that your contact email in the AdWords API Center is up to date. You could use reply privately to author option while sharing the details.
