Fail adding geo targeting location - EntityCountLimitExceeded.ACCOUNT_LIMIT

Hello,

I'm getting EntityCountLimitExceeded.ACCOUNT_LIMIT when trying to add new targeting location to a campaign.

Per documentation the overall account limit is 1,000,000 campaign targeting:

"1 million campaign targeting items per account (such as geo target and campaign-level negative keywords)"

Question 1: Is the 1M refers to the sum of all targeting types or 1M for each type (e.g. 1M targeting locations and 1M for negative keywords)?

Question 2: Are there any other entities beside geo targeting and negative keywords that relevant for this limitation?

Before the last iteration I had around 1M targeting locations overall. In the last iteration I've removed around 300,000 locations in order to add different targeting locations.

However when trying to add new locations I'm getting the ACCOUNT_LIMIT error.

Looking for answer I found one post in which the answer was that entities are not actually removed but just marked as removed until "no stat" is received:

Question 3: Assuming removed locations are still counted, how long should it take until the removed location are actually removed and new targeting locations can be added?

Please see my answers below: 

1. The limit of 1,000,000 campaign targeting items applies to all targeting types. 
2. The targeting types listed here count towards this limit. Campaign-level criteria includes all of the criteria types listed on the Criteria Usage table where Target or Exclude is checked.
3. You can perform a CampaignCriterionService.get() request to get the current count of CampaignCriterion in your account and then perform a CampaignCriteironService.mutate() operation to remove criterion from removed campaigns as well. Please note that there can be a maximum of 10,000 location targets per campaign. Removed items do not count towards your account limits. 

Could you provide your AdWords clientCustomerID where you observed this error even after removing CampaignCriterion? Please use Reply privately to author when responding.
