Using AdWords API to Estimate Daily Cost for Top Ad Placement?

I would like to create a front-end application that takes input on a search term, and then estimates the daily cost to show at the top ad position for that term. I would like be able to adjust for an assumed quality score. 

Can I use the AdWords API for that?
