How to link adwords gmail campaign with user list in web

I created gmail campaign through web adwords. And i uploaded cm userlist through interface but it is not linked to that campaign because I am getting "isEligibleForDisplay" as false.How that "isEligibleForDisplay" turns into true?.It takes different times for different user lists.That time depends on which factor.Can somebody clarify this confusion.

Since you encountered the issue while using the the Ads UI, I suggest you to post your concern to AdWords Community forum as the product experts are more equipped to handle UI specific concerns/issues.
