How do I create a test account?

I'm trying to connect an app to Google Ads but it seems to fight me wherever it can and the documentation is abysmal.

I now need to create a test account that I can test my app on but there doesn't seem to be any up-to-date documentation.

Can anyone help?

I've tried reading through this, but it seems like some steps are missing - when I click the "Create a test manager account" button, it just redirects me to a list of accounts.
