campaign structure I need for ecommerce with daily 2k INR budget(800$)

1) Mainly I'm seeing that my current Pmax is spending budgets on retargeting.

 I want to concentrate more on cold traffic.

2) My current account contains 3 campaign

1) Pmax upgraded from smart shopping- without audience- Rs.800

2) Pmax fully build with audiences & 3 assets.-500Rs

3) Brand search-150Rs.

I want a campaign structure with my Pmax don't overlap, Or I can go for one Pmax as well
