Could you confirm that when calling 'createCustomerClient' via 

src/Google/Ads/GoogleAds/V5/Services/Gapic/CustomerServiceGapicClient.php

Can you add an invitation email when using a a Test account?

Could you confirm if you are referring to email_address field of CustomerService.CreateCustomerClient request? If yes, then this field is for allowlisted customers only. If you wish to learn if you would be eligible for the allowlist, I would recommend that you reach out to your Google manager or representative, for further guidance. I hope this helps.
