Google Ads API - Billing class PHP

Hello, I have a question 

1) about new Billing classes in Ads API (not Adwords API).

Link : https://developers.google.com/google-ads/api/docs/billing/billing-setups

I cant find any info, whether new Billing API is open for all developers, or you need to be whitelisted for consolidated billing (the same as old AdWords API rule).

2) when 1) is open to all, can someone provide a sample, how to create new billing setup in PHP?

Hello,

You still need consolidate billing setup to test this. Here is the code sample and explanation to create a billing setUp, for now the sample to create setUp is available in JAVA only. You could follow the pattern to create billing setup in PHP. Also other code samples related to the billing can be found here in PHP.
