Allow filtering on CustomerSyncService

CustomerSyncService can be filtered by date range/campaign id/feed id. 

I think it should be interesting to allow filtering by user has done the changes. 

This functionality will allow us to retrieve changes done for customers outside from our platform and queries will be faster.
