I cannot locate the api center in my newly opened google ads account

I am a app developer and need to access the api center for google ads but it is nowhere to be found :/

Please note that the API Center option is available only for the Manager accounts. To find the API Center option, make sure that you are signed in with your Google Ads Manager account, then navigate to TOOLS & SETTINGS > SETUP > API Center. For more information, please refer to this link. 

Could you please share the CID of the Google Ads account so that we can verify it's a manager account or not?
