The billing setup is not eligible for budgets

HI! I have this error when I try to increase budget in a linked account using API. 

If I try to do it in account that I create in my MCC, I can do it without any issue but if the linked account are into an MCC that I created and try to change, not work.

Also I Created and Linked new Profile Payment to the MCC but I have not success. 

Please help me because I can´t find whats wrong or if I can´t do it.

Since you mentioned that you are getting an error when trying to increase budget in a linked account via Google Ads API, could you provide us with the complete request and response logs with the request-id generated in text format when you tried to upload the offline conversions? You may enable logging so you’ll get complete request and response logs along with request-id by navigating to the Client libraries > Your client library (ex Java) > Logging documentation, which you can access from this link. 

Also, can you confirm if your linked account into an MCC that has access for your OAuth credentials as required user access level for billing changes? If not, you may refer to this article to know on the user access.

You can also audit users who have access to your account, modify their access levels, and remove user accounts using this guide.  If it still doesn’t work, then you may provide the above requested complete logs via reply privately to author option.
