.NET location targetting

We have been using the .NET api for setting location targets for a number of different accounts and campaigns. Recently we added a new account and are attempting to get the locations updated but keep getting the error CampaignCriterionError.CONCRETE_TYPE_REQUIRED.

It has been working for 6 months so far and we appear to only have this issue on the new account, which is under the same MCC as the others.

In addition, I don't see any fields we can use to set the Type of criterion we are uploading, as they all say they are read only and ignored when we send operations to Adwords.

I've been digging through the .NET source code but I'm not seeing where xsi:type is set, as this is the field it seems like its looking for, but I'm confused why our other campaigns using the same code would not have this issue.
