is it possible to set up targeting type Observation using api ? And if so, please send me link for documentation.

Hello Branko,

Yes, you will be able to set the Targeting type to Observation using the targetAll field of the TargetingSettingDetail. The code sample in Java for a similar implementation can be found here. Code samples in other languages can be found here. Could you please give this a try and let us know if you encounter any issues?
