Guidance on transferring/enabling developer account

Hello everyone,

I'm not 100% sure how to start with this post. 

I'm working with one of the biggest client on SPLA, they have many problems as they were an startup but the pandemic made them grow really quickly, they are now the biggest client in SPLA and growing to new areas.

I give this context to explain why they have the next problem: they created a developer token with one account of one of the initial developers in the company, but now the developer left the company and they lost access to anything related to this account. They have most of their integrations, reporting and internal tools depending on this account but now they are getting rejections everywhere.

What are the steps to transfer ownership or recover access or... what can be done ?
