1) How Can I search for budget exhaustion related notifications information in Google Ads API?

2) Is there an API to change device, age, gender targeting in Google Ads API?

Moving forward, please see the statements below:

"How Can I search for budget exhaustion related notifications information in Google Ads API?" - I am afraid that there's no method in the Google Ads API that allows you to search this notifications information.
"Is there an API to change device, age, gender targeting in Google Ads API?" - As per this documentation, I am afraid that these fields are immutable. It means, once created, then you can't update this.
