Generate Campaigns with variables?

Hi everyone,

I have built a very comprehensive campaign in Adwords for a local service. I need to duplicate this campaign hundreds of times (maybe thousands), yet I will need to change one key element in each clone - the location. 

This means that all keywords, adgroups, final urls, ads, campaigns, etc. that contain the cityname, state, etc. would need to be swapped.

Ideally I would like a tool that allows me to import a list of citynames and states and export it all as a csv.

I'll illustrate an example -

Campaign Name - Brooklyn Plumber
Ad Group Name01 - Brooklyn NY Plumber
Ad Group Name02 - Brooklyn NY Plumber Exact
Keyword01 - +Brooklyn +New +York +Plumber
Keyword02 - +Brooklyn +NY +Plumber
FinalUrl01 - domain.com/Brooklyn
FinalUrl02- domain.com/Brooklyn%20NY

etc.

Now I need to replace 
any instance of Brooklyn (cityname) with Newark
any instance of NY (state abbreviation) with NJ
any instance of New York (full state name) with New Jersey

So to summarize I have 3 variables in each campaign - 

Cityname

State Abbreviation

State Full Name

Each campaign will additionally need to have a different geo target location.

Issues that are expected - 

Some city names and state names are more than 1 word (New Jersey, New York, South Saint Paul, etc.), this may cause character limits to be exceeded in some cases.

From time to time the core campaign will be modified, additional adgroups, keywords, ads, etc. This change should be reflected across all clones.

I never used the API and im not a developer (I'm a marketing agency), I'd love to hear if this is possible.
