Where can I find the API Center page of a test account

Hi,
new to google ads and I tried to understand google ads api, I watch these video made by official google ads developer channel. I followed those step and create a test manager and client account, when I tried to filled that .yaml file up I find out that I can't fetch developer token of my test account because the API Center page is not shown at the setting page.
Am I do anything wrong or I just can't use a test account for testing....?
