I have Basic Access for my developer token. My requests to the reporting service (GoogleAdsService) work correctly, but all requests to the KeywordPlanIdeaService fail with a 404 Not Found error.
I have confirmed my account has active billing and a history of ad spend.
Could you please check my developer token and confirm that it has the "Researching keywords and recommendations" permissible use enabled?

In order to resolve the '404 not found error', I would recommend you to upgrade to the latest version, 'v20' of the Google Ads API if you are using the deprecated versions to benefit from new features. You may refer to the documentation on deprecation and sunset for more information regarding the specific deprecation and sunset dates for each available version.
I have executed your GAQL query at my end, and I'm able to get the response without any results. So, I request you upgrade to the latest version of the Google Ads API and try making the request again and get back to us with the updated complete API logs (request and response with request-id and request header) generated at your end while making the API request.
If you are using a client library and haven't enabled the logging yet, I would request you to enable logging for the specific client library that you are using. You can refer to the guides Java, .Net, PHP, Python, Ruby or Perl to enable logging at your end. For REST interface requests, you can enable logging via the curl command by using the -i flag.
