Developer Console Project Creation Failures?

I am unable to create a new project at console.developer.google.com in order to obtain credentials for the Adwords API. I am getting "unknown error" messages.

Does anyone know what is going on? It sortof seems like they are getting a DDOS attack, as my project name preview was frequently other account's names, which is fairly freaky.
