When i try to download latest client library.

Inside the examples the latest i can find is 2018v09

Isn't there any with 2019v02?

You could refer here for the availability of new versions and the depreciation schedule for existing versions. Although, the new Google Ads API is replacing the AdWords API, the AdWords API will be available for approximately one year from the release of Google Ads API v1 on March 4th. More definitive timelines will be available in our blog in the near future. For the time being, the important takeaway is that you'll want to start planning and working on your migration to the Google Ads API now so you'll be well-prepared for the sunset of the AdWords API.
