Updating Budget Amount on Explicitly Shared Campaigns

I keep getting an error: 

d: , IsFault: True, FaultMessage: Cannot change explicitly shared campaign budgets back to implicitly shared ones.
Request with ID "" failed with status "INVALID_ARGUMENT" and includes the following errors:
        Error with message "Cannot change explicitly shared campaign budgets back to implicitly shared ones.".
                On field: operations
                On field: update
                On field: explicitly_shared

I am not looking to update their SHARED status, just their budget amount.
