adwords API, action not permitted for creating developer token

Hi Team, 

I tried creating a developer token from my adwords manager's account but couldn't .

The error which I am facing is that : it is saying that Action not permitted when I am submitting the button after providing all the information.

Kindly suggest some solution, it is really urgent.

Thank you for writing to us. The error 'Action not permitted' might occur when you do not the have correct access level for the account to perform the operation. Could you please try to login into the AdWords MCC account via Google Chrome incognito window and make sure that the login user has required admin access level to the MCC account to perform this operation. Please give this a try and let me know if this helps. If you are having any difficulties, please share the MCC account Id and the email address used to log into AdWords MCC account along with the screenshot of the error message for me to take a look into this further.
