whitelistening is only required for addressInfo and NOT mobileId. Considering possibility of server-to-server engagement that looks strange.

The mobileId member identifier is only available for whitelisted accounts. I'll get in touch with the team to get the documents updated. You could contact your account representative to get your AdWords account whitelisted or provide your clientCustomerId via Reply privately to author and I can take a look.
