Not able to view Adword API Center link

I signed up MCC center( the account starting with 857) open the tool icon drop down menu > clicked Account Settings

On the left side menu i just see 4 options

account access

linked accounts

notifications account

preference

no AdWord API center!

How do i access the API center?
