Can I use Portfolio Bid Strategies while uploading Conversions at Manager Account level?

To whom this may concern:

We have a large, multi-location client - each location has their own individual account, and all accounts are collectively in one subMCC.

We want to upload offline conversion data for all individual accounts to the subMCC level, AND also use one or more portfolio bid strategies for campaigns across accounts in that subMCC. 

Is this possible via API? For example, if there are 20 campaigns across 10 accounts in the subMCC - can 9 campaigns be using portfolio strategy A, while 6 campaigns be tied to portfolio strategy B, and the remaining have their own campaign-level standard bid strategy?

If you can point us to the correct resource(s), that would be much appreciated.

I would suggest you refer to the help center article About offline conversion imports and the documents Linking to Manager Accounts, Conversion management to get more information on offline conversion data upload. 

Kindly note that Portfolio bid strategies created using the BiddingStrategyService are not supported by Performance Max campaigns. Instead of creating multiple campaigns in a portfolio bidding strategy, you can use fewer campaigns and more asset groups. You may check this API guide for more information.
