Lost in step 1 and 2 in creating test accounts

I've logged in on the Google Ads manager accounts page (step 1). Where's the UI to create "test manager account" mentioned in step 1 (and of course can't create a "test client account" in step 2 because of that)?

Hi,

Thank you for reaching out. Once you click the Google Ads manager accounts page you would be given options to login to the existing accounts or create a new account. Please select + NEW GOOGLE ADS ACCOUNT to create a new test manager account. If you encounter any problems creating a new client customer account under the test manager account,  you could create it via API by referring to this code example.
