I got two example , you can check it out and answer me two questions :
first one :

As you see above,“M-GDN-全球”-this campaign status show "budget limit" at 2017-09-27. it's budget is ¥50.0/day.
Actually , it just cost ¥34.17 at 2017-09-27 , and then it's clicks 221 times, impressions is 30327.
The value of "Content Budget Lost Impression Share" is zero.
I also check the value of "Content Budget Lost Impression Share" is not zero between 2017-09-14 to 2017-09-18 . you can take a look at pic_2.
It seem to be normal in 2017-09-27. Question one :But why it's status still is "budget limit".

second one :

In 2017-09-27, this campaign got 3702 times clicks and 5487 times impressions. Tell me , this campaign already spent a lot more than the budget .
Question two:Why did the campaign get a "budget limit" message in the status field.
