Write access denied when doing an exemption request

Hi I'm trying to upload an exemption request using the current version of the Java api, this code I believe was working a year or so ago with an older version of the api.

I can get the policy violation and create the exemption request if it is exemptable but when I resubmit the ad for review I get a WRITE_ACCESS_DENIED error. I don't have any problems with any other operations. Is there something I'm missing? The only difference between my code and the examples is that I recreate the operation for the exemption request rather than reusing the original as the request is made in a separate run of the program, but I can't see why this would break anything?

Any ideas?
