universal app campaign can not get location report

hi,

I have a uac campaign and specify "all of country and region" as location target, I run a client to get report of CAMPAIGN_PERFORMANCE_REPORT and CAMPAIGN_LOCATION_TARGET_REPORT, I can get data of these report, but can not retrieve data in country/region level for CAMPAIGN_LOCATION_TARGET_REPORT. I can see the location data in the adwords campaign management UI.
