Offline conversions, should i register conversion for traffic not from Goole ?

Helle, I am looking for some experts insights here,
Let's say a user comes from organic traffic or another source and buys something online or offline. I will not have a GCLID to register the conversion but i can still do it with the phone or email ? Is that a good idea knowing the user didn't come from a google ad ? Will it still help the google algorithm improve the targeting or will it confuse it more than anything else ?

I would recommend that you to use the enhanced conversions for leads, where you can pass the user_identifiers (Email address, Phone number, First name, Last name and Street address) with the normalized and hashed lead data. In EC for leads, the gclid is optional. 

I would recommend you follow the prerequisites before complementing the EC for leads. Also, You may check this Implement Enhanced Conversions for leads documentation for more information. Also, keep the following best practices in mind when implementing enhanced conversions for the leads.
