Timezone of HourOfDay field in reports

Hi guys, in what timezone is the HourOfDay in reports? Is its value related to AccountTimeZone field, which does not respect DST (so for LA it's always GMT-8 and when LA is not using GMT-8 part of the year, I must shift it by an hour - convert to GMT-7), or is it related to timezone set on customer account (in our case America/Los_Angeles) and thus respects DST and no further adjustment is necessary? It's not clear from the docs which way it is.
