Local Services API Is Broken

Hey Google Ads team!

I've seen a few other posts about this over the prior year, and it seems this isn't the right place to post this question, but I haven't seen any direction on where else to direct it, so apologies in advance and thanks for the help.

Following the directions here, all queries just return an empty object { }. 


(with the manager_customer_id correctly filled in, and the auth token also being correct and verified) always returns an empty object, even though our Local Services account has many leads. 

Is the API broken or was there a change in its backend behavior such that the documentation is simply out-of-date?

For additional context, if this is attempted using the OAuth 2.0 Playground as suggested in the documentation to minimize the chance of user error on my end, a 200 response is received with an empty object regardless of the well-formatted query.
