FINAL_URL_REPORT EffectiveFinalUrl with CriteriaParameters segments

Our account is structured with the final url and custom parameters set at the keyword level and the tracking template set at the campaign level. Because no tracking templates are set below the campaign level, I believe the effective url being served should be formed using the campaign tracking template.

However, when pulling the new FINAL_URL_REPORT using a CriteriaParameters segment, the EffectiveFinalUrl field only seems to return the final url that is set at the keyword level, i.e. I don't see any part of the campaign tracking template or keyword custom parameters. How can I define my report to see all 3 parts of the upgraded url that are being served for a particular keyword?
