Google Ads API RESOURCE_EXHAUSTED

Hi,
I am woking with KeywordPlanAdGroupKeywordService on Google Ads API.
I have a problem: service give me RESOURCE_EXHAUSTED error (429 Resource Exausted) when I call method MutateKeywordPlanAdGroupKeywords
adding operations (under 5000 as reported in documentation)
Attached there is screenshot from console.cloud.google.com that show number of request made by Google Ads API. This number is under 1000 request per day.
Maybe the problem is that 5000 operations consumes number of 15000 operations/day?

For us to investigate further on the encountered error RESOURCE_EXHAUSTED while using KeywordPlanAdGroupKeywordService, could you provide us with the complete request and response logs with the request-id generated for the API error?

For the client library, logging can be enabled by navigating to the Client libraries > Your client library (ex Java) > Logging documentation, which you can access from this link. 

You may then send the requested information via the Reply privately to author option. If this option is not available, you may send the details directly to our googleadsa...@google.com alias by referring to this post.
