How handle less than 10% and greater than 90% Impression Share value when we calculate Total IS%?

Hi Members!

I have a problem. I am getting data by using AdWords API report "Keyword PErformance Report". Sample data is given below: Cal_IS (Calculated IS ) total is 75.83% that is differ from Adwords UI, Adwords UI IS total = 73.39 difference is about 2.44%


I know the difference is because of two records at serial no 8 and 13 because in these two records impressions = 0 and IS% is "<10%". Now how AdWords handle "<10%" or in some cases ">90%" values. 


Any idea please share your knowledge. File is attached herewith.
