Cannot setup billing for ad account via API

I am having this error when I link existing payment profile ID to my ad account:

"The customer does not have permission to signup for billing or does not have permission to use a given payments profile ID."

Payment profile ID status is APPROVED.

I dont know where is my Google representative.

Thank you for reaching out. Please contact the manager of this account to find out the Google representative or Google account manager. If you don’t have one, then that means you were not assigned one. You could then reach out to the Google Ads Team to consult if you are qualified to have one via this link.
