Duplicate Keyword Id when keyword match type change PHRASE to BROAD

Hello,

I tried to change keyword match type and I face issue of duplicate keyword_id when changing keyword match type PHRASE to BROAD in google ads.

Firstly:

I remove EXACT keyword and create PHRASE keyword. I got response

Removed keyword customers/7501280731/adGroupCriteria/131900796444~13305736.

Created keyword [resource_name: "customers/7501280731/adGroupCriteria/131900796444~11006831"
].

Second:

I remove PHRASE keyword which I have created before and after that, created same keyword with match type BROAD. I got response

Removed keyword customers/7501280731/adGroupCriteria/131900796444~11006831.
Created keyword [resource_name: "customers/7501280731/adGroupCriteria/131900796444~11006831"
].

To investigate this further, could you please provide the complete API request and response logs with request-id and login-customer-id in both scenarios that generated on your end? This information will help our team to better check this.
