Emergency, Google accidentally downgraded our MCC and we cannot create or even cancel ads

EMERGENCY, overspending occurring because of a Google MCC error!

Google inadvertently downgraded our MCC, that we process tens of thousands of campaigns through daily via our app, and the low rate limit is so severely crippling that our users cannot place new ads or cancel existing ads... so the ads are continuing to spend $!

We need this fixed! It's been a week now and we are not getting any replies to the ticket so we're reaching out to everyone everywhere we can as there is overspend liability here! We've worked with Google account managers at some of our largest accounts and they are bumping our ticket but still nothing from Google Ads Compliance. We are going into the Google UI to manually take action where we can but the volumes we deal with make that extremely difficult to keep up with.

Background:

The case number associated with our request for standard access appears to be [8-0394000037226]. For more context, we were working to get our app developer token migrated to a new MCC but Google processed the migration without coordinating with us, so our old token was deprecated and the new token was granted at basic access vs standard. Basic access provides a substantially lower call volume quota than standard so we are hitting rate limits at ~8 am PST every day, even after turning off some of our services like performance metrics.

@adwords-API, does Google Ads API Compliance have a similar forum somewhere that you can point us to?

We are still down, have filed many tickets with them with sporadic and unhelpful responses, and nobody at any level we've talked with at Google is any help. If they could simply rollback their changes even it would help immensely but we can't get a hold of anyone on that team to help.

Note to the forum: DO NOT use Google's "Token Transfer" option to move your access token from one MCC to another. Ever. We suspect that it's bot-run and there's no human in the loop, or their mistake on our accounts would never have happened. And once they take an action, there's no way to get them back, to revert their change, or anything. This is the definition of monopolistic behavior. 

DO NOT USE Google's Token Transfer option within 
Google Ads API Compliance.
