Obtaining Google Ads API Token Application for testing

I'm currently have production google ads account and 
I am trying to develop report dashboard by using google ads api.

Currently I have test access develop token but it is hard to test with my token 
cause I can't produce campaigns in my test manage account & test client accounts.

In case, I can't obtain full datas for that only getting empty array when I send queries.

Overall I decided to test by using my production account.

Is there any way to obtain normal access without handing to google our business plan pdfs.
