ISSUE on Effective conversion actions

Hi guys, i have face an issue on the offline conversion upload. 
Currently i have a MCC account id : mcc1 and ads account id : ads1
so i have create a offline conversion tag and found the id on the URL link (ps: there is no way to get the conversion_action.id unless you create through the Google Ads API, i accidentally found it on the url link. LOL)  id : conv1

so now i have 
mcc id : mcc1 
ads id: ads1
conversion id : conv1
i have try to send the offline conversion request but it return the result as below 
"Partial failures occurred: 'Cannot generate conversions for impressions that occurred when none of the effective conversion actions in the account were enabled. 'Effective conversion actions' can refer to conversion actions in the managing account if cross-account conversion tracking is being used. This error may also occur if the customer who owns the click did not enable conversion tracking prior to the impression., at conversions[0].gclid'."

Anyone faced this issue before? I have tried to fix this few days but it still happen. Please help me on this. much appreciated!!! :)

Hi Desmond,

If you are uploading conversions to your MCC account, you will need to ensure that you have correctly setup the cross-account conversion tracking feature. If you would require assistance in verifying that your setup is correct and complete, you may reach out to the Google Ads Product Support team via this link.

Once you or their team confirms that your setup is complete you may retry your API requests in uploading conversions. Should the issues persist, you may provide our team with the complete request and response logs, with the request-id, so we can investigate on our end.

If you haven't yet, logging can be enabled by navigating to the Client libraries > Your client library (ex. Java) > Logging documentation, which you can access from this link.

Furthermore, you may then send the requested information via the Reply privately to author option. If this option is not available, you may send the details directly to our googleadsa...@google.com alias instead.
