Match Rate discrepancy

Hi,

When I used Google Ads API to upload Custom Match list with phone number, the match rate is 85%, but if I upload the same data (raw data) manually via web interface, the match rate is higher.

I tried to upload hashed data via web interface, the match rate is also 85%.

Is there any reason for this discrepancy between hashed and raw data matching?
