With regard to your questions please refer to my answers below:
Is it possible to test the offline upload click conversion with a test account ? No. You will encounter an error and this is expected.
If not , can we create gclid with a test account ? No, test accounts don't serve authentic ads so you will not get any GCLID.
However, to have a clearer view to your issue, could you please provide the complete request and response logs with requestID and request header that generated on your end? This information will help our team to further check the said issue. If you haven't yet, logging can be enabled by navigating to the Client libraries > Your client library (ex. Java) > Logging documentation, which you can access from this link.
For security purposes, you can provide it via the Reply privately to author option. If this option is not available, then send it instead on this email address googleadsa...@google.com.
