Moving forward to the issue, could you confirm if what you meant by Conversion Tracking and Remarketing API is the App Conversion Tracking and Remarketing API? If yes, and if your developer token was approved for this API, then you may not be able to use your developer token to perform requests using the Google Ads API. This is could be the reason why you are encountering the SERVICE_ACCESS_DENIED in your Google Ads API requests.

For this scenario, I would recommend that you clarify which API you wish to use and reach out to the Compliance Team, via this link, to discuss the permissions of the said developer token.
