I can't create a MCC account.

Thank you for your help.

I would like to create an MCC account on Google Ads, but I am unable to do so.
The following message appears on the creation form and I am unable to click the Submit button.

 You have reached your limit for creation of manager accounts. 

As I have attached, I have not created any other MCC accounts.
So there is no possibility that I am stuck with the maximum number of accounts, but why can't I create one?
