Thank you for contacting the Google Ads API support team.

Upon checking your Google Ads account is a test manager account which cannot serve ads so the conversion actions are showing inactive. Test accounts are used to try out new configurations and API implementations before applying them to production accounts. I would suggest you to go through this API documentation to know more about the test accounts.
